As we enter this period of unpredictable weather conditions, it is crucial to prioritise the safety of all flight operations, particularly those involving student pilots. In light of the prevailing weather conditions, we would like to emphasize the importance of adhering to the weather minima for all training flights for student pilots and the requirements for student solo flights, as outlined in your Training and Procedures Manual (TPM).

It is critical that your training organisation strictly adheres to the policies and procedures specified in the TPM, as they are developed to ensure the safety and well-being of student pilots and all personnel involved in flight training. Failure to comply with these requirements could potentially lead to serious safety risks and adverse consequences.

By strictly adhering to these requirements, we can mitigate the risk of weather-related incidents and uphold the highest standards of aviation safety.

As per CAD 1011, Chapter 6, Appendix 1, Paragraphs 11.3, Paragraph 12.3.1, and Paragraph 13, we urge you to review and reinforce the following key points with your flight instructors and student pilots:

1. Weather Minima

  • Ensure that weather minima are strictly adhered to for all training flights, taking into account factors such as visibility, cloud ceiling, wind conditions, and precipitation.
  • Exercise caution and judgment when assessing weather conditions and consider cancelling or postponing flights if they fall below the specified minima.

2. Student Solo Flights

  • Review and reinforce the requirements and procedures for student solo flights, including pre-flight checks, flight planning, communication and emergency procedures.
  • Provide comprehensive training and supervision to student pilots to ensure they are adequately prepared for solo flights and capable of handling various flight scenarios safely.

By prioritising safety and compliance with the requirements as stated in the TPM, we can ensure the continued safety and success of flight training during this period of unpredictable weather.
